Health care is a multi-faceted issue that MTF analyzes from many different perspectives. The state’s Medicaid Program, MassHealth, is the largest single spending program in the state’s annual operating budget and is funded by both state and federal funds. MTF examines spending trends and how the growth in this program impacts other areas of state spending. The Commonwealth is also one of the largest purchasers of health care as both a large employer and a purchaser of health care services for other programmatic spending. Health care is also a major cost component of doing business for Massachusetts employers and MTF leads efforts to keep health care costs affordable. Finally, healthcare is a vital part of the Massachusetts economy and policy proposals to address health care costs must consider the implications of changes to the overall economy.
